Penny-Lynn Pagliaro

About Penny-Lynn
Penny Pagliaro is the Executive Director of CP Unlimited in Fishkill, New York, and a lifelong advocate for people with intellectual and developmental disabilities (I/DD). Her passion for this work is both professional and personal. As the parent of two children with developmental disabilities, Penny brings a deep commitment to inclusion, dignity, and opportunity for all.
Penny has more than 25 years of leadership experience in the disability field. She holds a Master of Science in Education from Long Island University and has served in senior and executive roles across the state. She is known for turning ideas into action and making sure inclusion is built into every level of service. Her leadership focuses on improving outcomes for people with disabilities and building communities where everyone is welcome.
She is also a strong voice in local and state advocacy. Penny serves on the Dutchess County Mental Hygiene Board’s I/DD subcommittee, the Westchester County I/DD Advisory Committee, and the Down Syndrome Association of the Hudson Valley, where she is a past board member. She is a proud Rotarian and is currently working to advance New York’s Traveling with Dignity Bill, which would require adult changing stations in thruway rest stops, government buildings, large venues, and new construction starting in 2030.
A graduate of the ANCOR Foundation Leadership Academy, Penny remains active in the ANCOR community. She serves on several committees and workgroups — including Government Relations, Professional and Organizational Development (POD), Grassroots Advocacy, and the ICF Workgroup. She is a regular presence at ANCOR’s national conferences and advocacy retreats in Washington, D.C., where she values the energy, learning, and connection that come from being in community with others.
