About Jessica

Jessica Harmon is a mission-driven leader in disability services, with over two decades of experience advancing quality, compliance, and person-centered support systems. As the Director of Projects and Compliance at GMS in Maine, she oversees agency-wide efforts to improve service delivery, uphold best practices, and support staff in providing high-quality, individualized care.

Jessica began her career after earning a Bachelor of Science in Rehabilitation Services from the University of Maine at Farmington. Her first chapter was spent in employment services—helping individuals with intellectual and developmental disabilities (I/DD) find and maintain meaningful work. As a team lead for Employment Resource Specialists, she discovered a love for mentorship and a gift for building systems that help others succeed.

Over the past 14 years at GMS, Jessica has grown into a leadership role shaped by hands-on experience. She has led the development of a comprehensive auditing process across multiple service areas, created tools to help facility teams track assets and repairs, and guided the agency through the transition to a new Electronic Health Record system. Her work consistently blends high standards with day-to-day practicality—always keeping the needs of people supported by GMS at the center.

In addition to her internal leadership, Jessica has contributed to broader advocacy efforts, helping to communicate the needs of individuals with I/DD to Maine lawmakers through creative platforms like community art. She currently chairs multiple agency committees and continues to lead with curiosity, clarity, and care.
