About Amy

Amy L. Brooks has been a champion for disability rights and inclusive communities for over 25 years. As the Owner and CEO of RCM of Washington, Inc. since 1998, she has led efforts to provide high-quality residential, day, and employment services to over 180 individuals in the Washington, DC area, while also supporting more than 300 employees. Her work is driven by a deep belief that every person has unique talents and contributions that enrich their communities.

Amy has been at the forefront of workforce development initiatives, including the launch of RCM’s DSP Academy, which provides training and career opportunities for people with disabilities to become Direct Support Professionals. Her leadership extends beyond her organization—she is an influential voice in policy and advocacy, serving on numerous boards and advisory committees dedicated to strengthening disability services and promoting self-determination.

Amy’s impact is felt both locally and nationally, as she continues to build stronger support systems, develop innovative service models, and advocate for policies that promote inclusion and equity. She splits her time between Washington, DC, and her home state of West Virginia, and outside of work, she is a political enthusiast, animal lover, and self-proclaimed “crazy cat woman.”
