About Jen
Jen Skelly is a values-driven leader who brings more than two decades of dedication to the disability services field. As Director of Pennsylvania Operations at Penn-Mar Human Services, she leads with heart and strategy—overseeing a team of 250+ and helping to build a culture where people feel respected, empowered, and supported to grow.
Jen’s career with Penn-Mar began in 2002, and she has since become a trusted guide for organizational change, staff development, and inclusive leadership. She co-chairs Penn-Mar’s Belonging Council and helped shape the agency’s Leadership Philosophy and Professional Development Program—a people-first framework credited with strengthening retention and building future-ready leaders from within.
Known across the field for her generosity of insight and practical wisdom, Jen has presented at both state and national conferences on leadership, workforce development, and employment outcomes for people with I/DD. She’s also contributed to national conversations through the VRTAC-QR webinar series.
Jen holds a degree in Psychology from Bloomsburg University. She lives in Pennsylvania with her husband and two daughters, and enjoys traveling, reading, and playing non-competitive pickleball in her free time.
