About Jessica

Jessica Harmon has spent more than 20 years in disability services, leading with a clear mission: to make sure people receive high-quality, person-centered support. She is the Director of Projects and Compliance at GMS in Maine, where she works across the agency to strengthen services, support staff, and ensure best practices are followed.

Jessica began her career after earning a degree in Rehabilitation Services from the University of Maine at Farmington. She started in employment services, helping people with intellectual and developmental disabilities (I/DD) find and keep meaningful jobs. In that role, she discovered two things that continue to shape her leadership today — a love of mentoring and a talent for building systems that help others succeed.

During her 14 years at GMS, Jessica has guided the agency through major projects such as creating a comprehensive auditing process, rolling out tools to help teams manage facilities, and transitioning to a new Electronic Health Record system. Her work always blends high standards with practical solutions, while keeping the people supported by GMS at the center.

Jessica also brings her leadership to advocacy. She has helped communicate the needs of people with I/DD to Maine lawmakers using creative approaches like community art. She chairs several agency committees and is known for leading with curiosity, clarity, and care.
