About Penny-Lynn

Penny Pagliaro is the Executive Director of D/B/A CP Unlimited in Fishkill, New York, and a lifelong advocate for people with intellectual and developmental disabilities (I/DD). Her passion for this work is both professional and personal—Penny is the proud parent of two children with developmental disabilities, which has shaped her deep commitment to advancing inclusion, dignity, and opportunity for all.

Penny holds a Master of Science in Education from Long Island University and has served in senior and executive leadership roles in the disability services field for over 25 years. She is known for transforming policy into practice and working relentlessly to operationalize inclusion at every level of service delivery.

Her leadership focuses on improving outcomes for individuals with disabilities and building more accessible, welcoming communities. Penny is an active member of the Dutchess County Mental Hygiene Board’s subcommittee on I/DD, the Westchester County I/DD Advisory Committee, and the Down Syndrome Association of the Hudson Valley, where she is a past board member. She is also a proud Rotarian and a passionate voice in statewide and national advocacy.

Penny is currently working to advance the Traveling with Dignity Bill in New York State, which would require adult changing stations in thruway rest stops, government buildings, large venues, and new construction beginning in 2030. She regularly advocates for increased funding, equity in service delivery, and systemic reforms that make the world more inclusive—not only for her children, but for every individual with disabilities.

A graduate of the ANCOR Foundation Leadership Academy, Penny remains an active member of the ANCOR community. She serves on multiple committees and workgroups, including Government Relations, Professional and Organizational Development (POD), Grassroots Advocacy, and the ICF workgroup. She is a frequent attendee of ANCOR’s national conferences and advocacy retreats in Washington, D.C., and values the learning, connection, and energy these gatherings bring.
