About Rachel

Rachel Neumann is a values-driven leader with more than a decade of experience advancing inclusive, person-centered supports for people with intellectual and developmental disabilities (I/DD). As Chief Operating Officer at COF, Rachel oversees residential, day, employment, and community-based services across multiple counties in Kansas. She also leads human resources, medical coordination, and organizational strategy—bringing clarity, care, and continuity to complex systems of support.

Rachel’s journey began in direct care, where she developed a deep respect for the workforce and a commitment to the dignity of every person served. With a dual degree in Psychology and Biology from Ottawa University, she quickly moved into case management, program development, and leadership roles—all shaped by her personal connection to disability advocacy and her belief that systems must work with people, not just for them.

Known for her steady presence and solutions-focused mindset, Rachel has led initiatives to strengthen workforce stability, champion trauma-informed practices, and ensure resource optimization across services. She has helped shape Kansas state policy through active leadership on several statewide workgroups and currently represents Kansas on the ANCOR Board of Representatives. She also contributes nationally through her work on ANCOR’s Government Relations Advisory Committee, Grassroots Advocacy Committee, and Foundation Fundraising Committee, and as a mentor in the ANCOR Leadership Academy.

Rachel is grounded in the belief that leadership means showing up with humility, consistency, and courage—especially when advocating for justice, equity, and systems change.
