About Rosy
Rosario (Rosy) Rubio is a dedicated leader, entrepreneur, and advocate with deep roots in New Mexico. As the daughter of immigrant parents from Ojinaga, Chihuahua, she grew up in a family of successful professionals, including business owners, a New Mexico State Representative, and social workers. Her commitment to service, leadership, and professional growth has shaped her career in disability services, business administration, and personal development.
Rosy holds a Bachelor’s and Master’s degree in Business Administration and is a Senior Certified Professional (SCP) through the Society of Human Resources Management (SHRM). She is also a certified DiSC Practitioner through Everything DiSC, specializing in workplace communication and leadership development.
For 43 years, Rosy was an integral part of Tobosa Developmental Services, a nonprofit supporting individuals with I/DD. She held various leadership roles, including Executive Director for the last six years, where she oversaw strategic growth, financial management, and workforce development. Her expertise spans accounting, human resources, leadership development, and organizational strategy.
In 2023, Rosy took a bold step and launched Seré Consulting, LLC, a company focused on helping individuals and businesses discover their purpose, build strong foundations, and thrive. Seré Consulting specializes in accounting support, human resources consulting, training, and personal development. Through her work, she continues to support providers, agencies, and organizations serving individuals with I/DD, ensuring best practices, financial stability, and effective leadership development.
When she’s not working, Rosy enjoys walking, biking, hiking, reading, traveling, and spending time with family and friends.
