About Susan

Susan Brooks is a passionate advocate and leader in disability services, innovation, and workforce development, committed to creating opportunities for individuals with I/DD to thrive. As Chief Innovation Officer at RCM of Washington, she develops strategic initiatives and innovative programs that enhance employment, training, and community inclusion.

With a strong background in operations and program development, Susan previously served as Director of Operations at RCM for five years before stepping into her current role. She is the driving force behind impactful programs such as the Direct Support Professional (DSP) Academy, Guided Group Discovery, and DC Travel Training, all designed to empower individuals with I/DD and the professionals who support them.

Susan’s commitment to advocacy is deeply personal, shaped by her experience as a sibling to someone with developmental disabilities. This lifelong connection fuels her dedication to advancing workforce innovation, expanding access to services, and promoting self-determination.

In 2025, Susan was appointed by the DC mayor to serve on the State Rehabilitation Council, furthering her advocacy at the policy level. She is also actively involved with:

  • DC Bridging Aging and Disability Community of Practice
  • Board Member – Integrated Living Opportunities (ILO)
